FDIC Board
Approves Construction at Virginia Square Location
The Board of Directors of the Federal Deposit Insurance Corporation
unanimously approved constructing a new nine-story building at
its Virginia Square office complex in Arlington. The newly approved
building will house FDIC staffers for the most part now working
in leased space, about 1,100 employees. The expansion is expected
to result in substantial savings to the FDIC in the long run -
more than $78 million (in today's dollars) over the next 20 years.
It results in more than $23 million in savings over the second
least expensive alternative, which would be leasing in Virginia
all the space that the FDIC will require after its four current
leases in the District of Columbia expire.
Smith Receives
Approval for The Lofts in Crystal City
Smith Residential, a division of Archstone-Smith, got approval
from Arlington County to build 215 units in a 215,456-square-foot
building at 1600 South Eads Street in Crystal City. The apartments
average 900 square feet and will price from $1,300 to $2,200 a
month, says Matthew McCormick, executive vice president of residential

Company Negotiates Arlington Space for InfoCruiser and CSC
The Ezra Company represented InfoCruiser in the negotiation of
a sublease of 8491 square feet at 4350 North Fairfax Drive in
Arlington. It also represented Computer Sciences Corporation in
the renegotiation of their lease of 267,016 square feet at 1725

County Opens BizLaunch on May 7 - A Solutions Center for Small
Businesses Looking to Launch or Expand
At noon on Tuesday, May 7, Arlington Economic Development is hosting
a ribbon cutting for BizLaunch, the county's new small business
information center. The event will be held at the AED offices,
1100 North Glebe Road, Suite 1500, in Arlington. BizLaunch offers
local businesses a wealth of resources to propel their operations
to the next level. It is a joint effort supported by Arlington
County Libraries, the Arlington Small Business Development Center
and the Mason Enterprise Center of George Mason University. The
center's goal is to offer a "one-stop shop," of resources,
from assistance with business planning and research to advice
on where to go for that perfect business loan. If you are interested

The Arlington Economic Development Commission and the Arlington
Chamber present the 7th Annual ABBIES Awards on May 10, 2002 at
the Hilton Crystal City Hotel. Festivities begin with registration

The EDC will present four awards and the Arlington Chamber five
awards - for excellence and community service - to very deserving

How is
the Washington Area Economy Doing in the Early Stages of National
Recovery, and What is its Outlook Over the Coming 18 Months?
The national economy began showing signs of recovery at the end
of 2001. With three months of performance data available for 2002,
projections for its performance this year have been revised substantially
upward. There is a growing consensus that the recovery will be
stronger than had been previously anticipated. With the revised
2001 employment estimates for the Washington area being lower
than those released over the year, the strength of the local economy
has been questioned. How did the Washington area economy really
perform in 2001? Given the emerging strength of the national economy
and the expected increases in federal spending, how will its performance
shape up in this year and next? These questions will be explored
and the local economy's most recent monthly performance and forecast
will be presented May 16 from 3:30 to 6 p.m. during the Economic
Forecast and Networking Reception at the Crystal City Marriott.

Taste of Arlington® Brings Food, Entertainment and
Fun to Streets of Ballston
Adults and children alike will find plenty of family fun at this
year's Taste of Arlington® Sunday, May 19, from 12 noon to
5 p.m. The annual street festival features a sampling from over
30 area restaurants of delicious specialties from a mix of ethnically
diverse local and regional cuisine. Other highlights of the festival
include rock bands, swing music, crafters, an inflatable planetarium,
an Internet café, science and education programs and activities
for children; and a celebrity item auction. Admission to Taste
of Arlington®, which will be held outside Ballston Common
Mall (4238 Wilson Blvd.), is FREE. Taste of Arlington® is
just two blocks from the Ballston Metro Station on the Orange
Line. The event will benefit Community Residences (CR), a leading
regional non-profit provider of programs and services for individuals
with mental retardation, mental illness, physical disabilities
and the homeless. CR operates more than 30 programs throughout
Virginia and Maryland and serves over 1,200 individuals each year.

Red Cross
to Use E-Learning Technology from Plateau Systems
The Red Cross, which trains more than 12 million people a year,
will begin using an Arlington company's technology to manage records
and to offer training via the Internet later this year, marking
the start of one of the largest e-learning ventures to date. Under
the seven-year agreement, worth more than $10 million, Plateau
Systems Ltd. is to begin deploying its technology by the end of
2002 and have the system working by 2004. Plateau's technology
works by organizing information on each student or employee. The
Red Cross hopes to use Plateau technology to manage training for
6 million students, volunteers and employees over the next few

Billings Ramsey Announces Earnings Expectations
Arlington-based Friedman Billings Ramsey Group (FBR), one of the
DC area's largest investment banking firms for high-tech companies,
said in a filing with the SEC in mid-April that it expects to
produce $23.8 million of investment banking revenues in the first
quarter. FBR also said that it expects $65 million in earnings

Mogul Capital
Group Prepares Study on Virtual Manufacturing
Arlington-based Mogul Capital Group, a provider of business strategy
services, announced that it has signed an agreement to prepare
a feasibility study for a virtual manufacturing and training center
in Charles County, Maryland. Under the contract, 3-year-old Mogul
also will prepare a strategic plan for the facility once the feasibility
study has been completed. Terms of the deal were not disclosed.
Mogul said the idea for the center is based on the premise that
economic trends will require the manufacturing industry to design,
develop, manufacture and deliver products in real-time.

to Aggressively Target National Advertisers
Hoping to boost national advertising on its site, Washingtonpost.com,
the Arlington-based Internet arm of the Washington Post, stated
that it is launching its first trade advertising campaign. The
company plans to run print and online ads in advertising industry
publications to promote its demographics, including the fact that
80 percent of its audience of 5 million monthly viewers reside
outside the metro DC area. "The goal of this campaign is
to reach out to national advertisers who may not realize the strength
of our national audience," said Washingtonpost.Newsweek Interactive

Association Releases Opinion Study on License/ID Security
A Public Opinion Strategies study commissioned by the Arlington-based
American Association of Motor Vehicle Administrators (AAMVA) reveals
the American public overwhelmingly favors cooperative state and
federal efforts to close one of the biggest loopholes in the United
States' national security system by strengthening motor vehicle
agency (DMV) licensing practices. These efforts include hardening
security measures by closing licensing loopholes at DMVs, making
driver's licenses more resistant to counterfeiting, increasing
penalties and fines for fraudulent acts, and allowing states to
search other states' drivers' records to verify an applicant's
identity and driver history. The national poll shows 77 percent
of Americans favor modifying the current system of issuing driver's
licenses and ID cards. And when couched with some of the most
compelling arguments voiced by opposing groups, 67 percent still
favor this proposal. The poll results suggest the public believes
driver's license and ID security is paramount. Sixty-five percent
of Americans believe it is too easy for a person to obtain a false
identification card, such as a fake driver's license.

XM Satellite Radio CFO Joins AHL Services as EVP and CFO
Arlington-based AHL Services, a provider of marketing support
services, has named Heinz Stubblefield, the former CFO of DC-based
XM Satellite Radio, as its new executive vice president and CFO.
Stubblefield replaces Ron Domanico, who had served as CFO since

Win Federal Contracts
Arlington's Bell-Boeing Joint Programme Office is being awarded
a $5.19 million order for the procurement of initial production
spares for the V-22 Osprey Training Division. Settles Associates
Inc. of Arlington won a contract worth up to $5 million per year
from the General Services Administration for comprehensive workplace
solutions and services. Personnel Decisions International of Arlington
won a $600,000 contract from the General Services Administration
for management, organizational and business improvement services.

CACI International, a provider of information technology and communications
software, stated it won a five-year, $31.5 million deal to assist
the U.S. Customs Service in the implementation of a new information
assurance program. Under the contract, the company will help the
agency secure information systems vital to the agency's role of
enforcing federal policy on the flow of goods across America's

Puck Plans Pentagon Row Restaurant
Celebrity chef Wolfgang Puck has signed to open his first restaurant
in the Washington area at Pentagon Row in Pentagon City. The 2,600
square foot restaurant will be an "express" unit, offering counter
service and "cozy" tables. The menu will include soups, salads,
sandwiches, pizzas and a number of Puck specials. For more information,
